This report, developed by San Diego State University (SDSU) Master of City Planning students through the SDSU Sage Project in collaboration with The Urban Collaborative Project (UCP) and residents of the Encanto Neighborhoods, presents a comprehensive Community-Led Maintenance Plan (CLMP) as part of the Euclid Stewards Project. This planning document establishes a vision and strategic framework for a sustainable, resident-driven approach to environmental restoration, urban greening, and stewardship of public spaces within the Euclid Stewards Project area (hereafter referred to as the project area), located in the Encanto Neighborhoods of Southeastern San Diego and extending along Euclid Avenue from Chollas Creekside Park on Market Street south to Brooks Huffman Plaza on Imperial Avenue.
Following discussion of the community vision statement and guiding principles, the CLMP focuses on three primary elements: Environmental Stewardship, Community Engagement, and Economic Vitality. Each element contains a set of goals, objectives, and policies that translate the community’s vision into specific strategies and actions for the Euclid Stewards Project. Goals establish the community’s long-term aspirations for the project area, objectives identify measurable steps toward achieving those goals, and policies outline the specific actions needed to implement them. As a guiding document, the CLMP is intended to address current and future community needs while responding to existing issues and risks within the project area.
The report is organized into five main sections. Following an introduction to the CLMP vision, strategic framework, and existing conditions in the Encanto Neighborhoods, the report examines the Environmental Stewardship, Community Engagement, and Economic Vitality elements before concluding with implementation considerations and next steps.
The CLMP aligns closely with several City of San Diego planning documents, including Chollas Creek Watershed Regional Park Existing Conditions Report (2025), General Plan (2024), Climate Action Plan (2022), Parks Master Plan (2021), Encanto Neighborhoods Community Plan (2015), Euclid + Market Land Use and Mobility Plan (2013), and other guiding municipal documents referenced throughout this report. The CLMP emphasizes the importance of embedding resilience into land use decisions and infrastructure investments while continually investing in historically underrepresented communities. By integrating data-driven assessments with community knowledge, this report presents a framework for the Encanto Neighborhoods to cultivate communal spaces that foster environmental stewardship, community engagement, and economic vitality while helping to create a connected, resilient neighborhood characterized by strong community ownership. The CLMP establishes a foundation for long-term community stewardship and maintenance through a set of actionable goals, objectives, and policies that support equitable, resident-informed improvements throughout the project area.
