In 2019, at a Tech Terrace Neighborhood Association meeting, it was brought to attention that the Lubbock Power & Light substation on Elgin Avenue created an unpleasant eyesore. After consulting with city officials, it was decided that a mural could be painted on the walls surrounding the building. Professor Andrew Martin of the TTU School of Art then committed his senior painting class students to work with Hutchinson Middle School students to design the mural. The mural project is a mutually beneficial project that allows TTU School of Art students, as well as Hutchinson Middle School students, hands-on experience, all the while giving the community an aesthetically pleasing work of art.
